"It is never easy for us to try to comprehend the evil actions of human beings upon other human beings and consequently we have a great deal of difficulty knowing how to respond when it happens. One way that we are able to respond as Jews is to appreciate the sanctity of the victims of the tragedy and to concentrate on who they are and why they are so special."
